Your telegram No. 332 [of the 21st February: S.S. "Sagres" and S.S. "Lalita"].

It will be necessary to consult the firms concerned, but

in view of the very considerable losses in which Japanese action has involved them, it seems improbable that they will be willing entirely to waive their claims to compensation.

2. If an opportunity occurs, you should so inform Vice- Minister for Foreign Affairs, adding that while His Majesty's Government appreciate the spirit in which the offer was made, they cannot but regard it as disappointing.
